fix(bun): prefer baseline linux releases ( fix #879 )
...
Baseline builds avoid SIGILL on older/container CPUs. When a baseline
twin exists for an asset, drop the non-baseline and rename the baseline
to the canonical name.

feat(monorel): add installer for monorepo release tool

Adds releases.js, install.sh, install.ps1, and README.md for monorel,
a Go monorepo release tool from therootcompany/golib. Filters monorepo
releases by tools/monorel/ prefix and auto-installs prerequisites
(git, gh, goreleaser).
