fix configuration syntax for goreleaser (#644 )

prep for 4.2.0 release and helm chart update (#643 )
update goreleaser and make sure to build darwin arm build for homebrew (#642 )

The main use case here is to be able to prevent users with edit privileges over a controller to add a new exemption rule through an annotation which may obfuscate the actual policies we want to enforce.
