Enrico Candino 7144cf9e66 Moved CRDs to Helm templates folder (#552) 
* moved CRDs of Cluster and VirtualClusterPolicy

Updated the generate script to output CRDs to the correct directory and include the keep resource policy annotation.

* fix crd directory in tests
