[incubator/drone] Remove long-deprecated Chart (#20368)

The incubator/drone Chart moved to stable in June, 2018.
Since then, the Drone 1.x release broke backward compatibility
with the version of Drone in this chart (0.8) and the 0.x series
is no longer supported.

To prevent future confusion and support volume (on this repo
as well as Drone Inc's), this commit removes the old incubator
Chart.
