- jq: add version_prefixes = jq- to strip jq- from version strings
- watchexec: add tag_prefix = cli- to filter monorepo tags correctly
- classifyGitHub: skip tags not matching tag_prefix in monorepos
- comparecache: add watchexec version normalization
