965f5784c1 refactor: Add more git utils (#645) 
Adds the functions `NormalizeGitURI`, `ParseGitURIAndRef`, and
`ValidateGitRef`. `ParseGitRef` was updated to be permissive of the ref
type whereas `ValidateGitRef` validates that the type is of a given
type.
