f856975f05 Look up the timezone when an entry is recorded and store it 
With big rec files, lookup might be incredibly slow because the timezone will be looked up for every entry.
Like this, timezone is recorded once when an entry is created and doesn't have to be looked up later

020212e55a Enable building when WITH_TZ=no to disable timezone information. 
Puts the tzinfo function and calls into a guarded block so that the
config option can be turned off and still build the project.
In line_to_location, put the whole if statement in a guarded block as
both parts are using guards anyway.

da14ea53da update storage.c to include xmlns on gpx export 
at least one tool (RouteConverter) will not accept .gpx files w/o proper namespace information - added xmlns:xsi='http://www.w3.org/2001/XMLSchema-instance' xmlns='http://www.topografix.com/GPX/1/1'
