This reverts commit 2ae764737f.
* Fix: Helm chart's 'Values.systemDefinitionNamespace' have default value of '.Release.Namespace' if unspecified.
* fix: fixed vela cli referenced '{{.Values.systemDefinitionNamespace}}'
