5cc92e5420 Rename file name for trait "cpusclaer" and "scaler" (#1617) 
As the file name (.cue/.yaml) of trait "cpusclaer" and "scaler"
are "cpuhpa" and "manaualscale" respectively, renmae them in
order to avoid confustions
