Feat: Defkit implementation (#7037)
* Docs(KEP): Go SDK for X-Definition Authoring (defkit) Introduces KEP proposal for defkit, a Go SDK that enables platform engineers to author X-Definitions using native Go code instead of CUE. It was trying to create the namespace and if it succeeded, it would return an error. This commit corrects the logic to use `k8sClient.Get` and checks for a `NotFound` error to accurately determine if the namespace exists.
