Jon Stelly e9e9066bb2 [stable/seq] Version change to GA and add baseURI setting (#14392)
* SEQ version change and baseURI setting

    - Bump SEQ to GA 5.0 image tag
    - Add setting for BASE_URI - Needed for Ingress and Azure Active Directory
