Kaden Nelson 0c09313357 Update sealed-secrets (#23936) ...

- Added more comments in values.yaml
- Add labels + namespaces fields for dashboards value
- Added newline to the end of dashboard json
- configmap for dashboards now dynamically loads from `./dashboards`
