Matt FarinaandGitHub ec7ff964b3 Adding artifact hub ownership files (#24451 )

Others have added the stable and incubator repos to the artifact
hub and continue to have the charts listed. These files will
enable the helm project to claim and maintain ownership

Helm Stable

Usage

Helm must be installed to use the charts. Please refer to Helm's documentation to get started.

Once Helm is set up properly, add the repo as follows:

helm repo add stable https://charts.helm.sh/stable

You can then run helm search repo stable to see the charts, or browse on CNCF Artifact Hub.
