TestPrintRoutes compares the live router against
testdata/router_routes.txt; the deletion commit (ba69fc0) changed the
route set but didn't regenerate the golden file. Drops
/probe/{token}[/*] and /setup/telnet-probe/{deviceId}; adds
/setup/peer-probe/{deviceId}.
