`IPAddresses` when checking certificate validity.
- Add `TestCertificateManagerIPAddress` to `certmanager_test.go` to
ensure correct encoding and prevent regressions.
- Ensure compliance with RFC 5280 by using binary encoding for IP
addresses in certificates.
